Default Freezing in the BIOS and Windows?!?!

I recently went on my computer I built, and i noticed that I could interact with the computer when its loading something, somtimes it would freeze.

I also went into the bios because i was changing the boot priorities, and then sometimes it would actually freeze in the bois.

Any ideas?
