Default Frame Rate issue

i honestly don't know what exactly the problem but i am having horrible frame rate in games such as bad company 2 , in multiplayer i only get 18-28 FPS no matter what settings i am using , my cpu doesn't even get to 50% neither my ram , i look at other people post and benchmarks i should be getting 38-50, in SP i get 30-450, i have all the latest drivers and i tested with HD4850 which isn't stable unless i set it to 500/750 and i still get the same frame rate , it seems that either i have pcie slot problem or a bottleneck issue , but not sure how to test or troubleshoot this ..

MOBO Gigabyte GA-EP45-UD3P
RAM G Skill 8 Gig
CPU QuadCore Intel Core 2 Quad Q9550, 2833 MHz (8.5 x 333)
GPU XFX GeForce 9800 GTX

yeah you cant go online without them , the game updated when i tried to log on the first time
