Default Flat Panel Scaling

From what i understand this is a nvidia control panel option that allows you to see non-native resolutions for ppl with LCD's have better image quality in game(css), i have an LCD/nvidia card, and i don't seem to have that option, any help is appreciated =\ using vista, but still didnt have the option on XP
