Fine during format, reboot on os install??

I have a random rebooting problem.

It is a new pc build with the following attached -

COOLER MASTER Centurion 5 CAC-T05-UWC ATX Mid Tower 380W
AMD Athlon 64 X2 3800+(65W) Windsor 2.0GHz
ECS NFORCE4M-A (V3.0) Socket AM2 NVIDIA nForce4 4X ATX Mobo
WD Caviar SE WD1600JS 160GB 7200 RPM SATA 3.0Gb/s HardDrive
WINTEC AMPX (2 x 512MB) 240-Pin SDRAM DDR2 800 (PC2 6400)
LITE-ON 18X DVD±R DVD Burner

I have 2 sticks of ram, and I have tried swapping them out and using different slots.

I have reformatted and started to install windows multiple times. It will always get through the formatting and copying of files. Then windows forces a reboot and once the windows installer starts, the random reboots begin. Sometimes I get to set the date/time and admin password before it starts, other times it starts immediately after the forced reboot. Sometimes it gets in a loop and restarts 3-4 times and finally dies with the monitor not getting any signal.

I would think it was the mobo, power supply, or video card but it is only partially random. It seems really odd to me that it always works fine while formatting (and it takes 30-45 mins) and only starts acting up once the windows installer starts. I have tried both regular and quick format multiple times each.

Any help is greatly appreciated.
