Default Fans starting up then stopping?

For some reason, my fans start up then instantly stop with 30 second intervals like clockwork. I formatted my PC about a week ago and never had this problem, so I have no idea whats causing it. The strangest part is that it doesn't do this while I'm doing something more RAM-intensive like playing a game. It seems to only do it when I'm doing something small like browsing the internet. Any idea on what the problem may be?

Is this on a laptop or desktop? If desktop it could be bad bearings causing it to slow down to much when the fan trys to slow down... Or it could be a bad cable connection.... Got any software installed that controls the fan speeds? Because it could easily be telling the fans to stop when it hits a certain temp then come back on at another temp.

It's a desktop and no I don't have any software of that type installed.

Which fan? CPU? Case? Power Supply?

Have you checked your motherboard BIOS's fan settings.
