North Bridge: Intel 915P Express
South Bridge: Intel ICH6

is the northbridge the one controlling fanspeeds and reading off temp sensors?

any way to reprogram the chip in case it got faqd up somehow?

i couldnt find the post edit to fix the first post...

i cant find any replacement boards with same options and if i send it for rma it will take weeks

That is a much better idea but if that is not possible for you, I really only have one idea as to what it could be. I'm assuming your PSU is ATX, make sure the ATX connector is properly plugged into the mobo. Try getting a voltmeter and testing it even. Other than that, I am clueless.
