Default Extreme heat on PWM

I have an Abit IS7 MB and when i run Prime95 to test my rig i get Temps. of over 70 c on PWM. First off what does the PWM stand for? is it the chipset? my CPU is hitting 57 C which i find to be tolorable since its a 3.0 prescott running at almost 3.6. It used to get upto 70 before i polished the CPU but anyway whats up with the PWM temps? How high can they go? It has a heatsink and fan on there by the way.

MB - Abit IS7-E2G; CPU - P4 3.0e Prescott now at 3.5 with Cooler Master HYPER 6; Ram - 1024 Xerox pc3700 pushed to the max
