My sister pulled out the USB cable to my external hard drive when it was in use and dropped it on the floor from 2-3 feet. It turns on but when I do turn it on I hear a small buzzing sound for 1 second and my computer doesn't detect it as plugged in. Is the hard drive broken completely? And is there any place that specializes in fixing it since I had a lot of data stored in there.

Yea, its probably gone. There are places to recover data on drives such as this one but they cost alot of money. I would put the DRIVE itself in another PC using the EIDE Cable and try to recover the data. Beyond that you can RMA it and hope they recover the data for you.
Least you know now to have DVD/CD Backups.
