Default DVD-Burner Problems

It Won't Start up at all and iall i get is this error

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I've seen this problem before. Should actually be an easy fix.
Your CD drive or DVD drive is missing or is not recognized by Windows or other programs
