Dvd boot

I'm updating this dell optiplex 740 by putting a 400gb hd in it (sata). I try to boot windows from the cd but it never works. I then did a hard ware diagnostic where the hard drive pass but the phillips dvd player that came with it did not. What's going on?

If the DVD Player did not pass the diagnostic then it is dead or broken. Get a new one.

Do you have boot from CD setup in your BIOS?

yes I have been using the boot from cd in the bios. It would start the file partition process and then stop in the middle of it, then return to the original dell boot screen and reboot over and over again.
