Dont be so sensitive. No where did anyone make any claim about your question. You are the one jumping the gun and jumping to conclusions. You asked, it was answered. Just cause you dont like the answer and it is not what you want to hear doesnt mean you have to get defensive.
Windows is preloaded with the driver set that it boots for Safe Mode. There is no way to change that. If your having issue with getting your GFX Driver to install, why would you want that to load in Safe Mode when that is the specific driver that is causing issues? It doesnt make sense. You would completely defeat the purpose. Safe Mode is called that for a very specific reason. It is Safe to use to fix problems on the machine. It is not the work environment that is to be used for daily use. It is a recovery mode.
