Doesn't Boot, Static Sound, No Video

A friend asked me to post his problem here, if someone could possibly identify the problem and suggest anything to try or give a solution we would both be grateful.

Here are his symptoms:

Upon turning on the power:

Fans and lights do turn on but
No Video
Static Sound

"something smells hot"

His specs are:
Athlon XP 3000+ 2.17 Ghz Socket A
1 GB RAM (1 stick gigabyte brand)
nVidia nForce 2 micro
1x AGP 8x14x 3x PCI
Radeon 9600 XT 128 vram (agp)
Antec TP III 550W PSU

smells? can you have him open the case and identify where the smell is coming from? it could be the psu, gpu, or the sb on the motherboard. most likely id put my money on the psu, since it blows right outside the case, so find where the sound is coming from, and try and replace that part and see if that fixes it. the static sound is probably coming from the psu, so it might be bad.
