Disc Drive Formatting

I have Windows 2000 and an old computer. I want to format the har drive, but it won't let me. When I try to do it from Windows, it says that I can't because files are being ran off the hard drive. How can I close everything and still format the computer. Also, I tried going to DOS during the start up, but when it goes to the DOS screen, all I see is the blinking cursor, and I can't type in any commands. So, could someone please explain to me how to do this? Thanks in advance.
 
if you format you will lose EVERYTHING. you cant format in windows because your using what you are trying to erase. you have to format in dos or with your windows disk durning the reinstall.

if you want to format with dos you type format c:

you can type FDISK and set up your partitions as well and then use the format commend.
 
Are you going to install a new OS on the hard drive? If so, during the install process of the new OS it will format the hard drive for you.
