Desktop is Frozen, WTF?

Upon booting up one of the household computers, it arrives at the desktop and then everything freezes except for the mouse. I'm not sure if this is a Windows error or interface error. The Hard drive is practically on a fresh install of Windows which seems odd for it to freeze like that. I don't hear any beeps so I doubt that its a hardware error. Before I reinstall Windows (hopefully I can find the install disk), is there anything else I should check?

Try a Safe Mode, see if the problem persists.

Have you tried ALT Control Del to see if you can get to your Task manager?

Did someone try and pull that trick where they screenshot the desktop, put it as the background, and get rid of icons? LOL
