Dell 2400 wont read the hard drive

The systemboard is dell part number 411726100004
It's a segate 30gb hard drive

This was dropped off to me because it was running slowly. The oem hard drive was a maxtor and it died. I put in the segate and it wont read it. The jumper is set to master. it is the only drive on the cable. I tried the secondary ide controller and it wont read the drive either. Is this a bad systemboard? I have also tried other drives to no avail..... Any help would be greatly appreciated

2 known good ide cables on top of the ones in the case

If you knwo the cables work and the other drives you have tried work in other systems, i would say that the board is dead.
