CPU Functioning at Half Capacity

It's been running cool for a few hours yet the frequency hasn't changed from 1.6 ghz (as reported by CPU-Z)...
 
Stick your stuff back to stock and leave it be. Speedstep is doing what it needs to do and your CPU does not need to be at 100% frequency all of the time. Your CPU will only turbo boost on 2 cores, and will only go to the full 3.3GHz if you have more than a 50% load on it. If you're browsing Chrome and nothing more than it's supposed to be at a low frequency.
Also if you tried overclocking with the bclk you're taking a big risk at making your PC severely unstable.

If you want it to stop dropping, then all you need to do is turn off Speedstep and the C states in the bios.
