CPU constantly runs at high cycles

I've experienced this problem since Apr 2006. For a reason I cannot determine, my CPU utilization rate will constantly creep up after a new build of the machine (complete reformat of hard drive) until it will run at nearly 100% utilization. I've checked the processes and most of the time the System Idle Process is running at 99% with Task Manager taking 2-3% every once in a while. No other processes appear to be eating cycles.

Specs on machine:
2 Gig DDR400 RAM
GA-K8N Pro-SLI motherboard
AMD 4000+
Raptor 10000 RPM 74Gig Drive
Running Mcafee antivirus and firewall

Normal programs loaded, i.e., MS Office. Run diskkeeper a lot to keep the HD defragged.

Run antivurs scans everynight and I've run spybot and adaware...nothing except tracking cookies show up. I delete those and no improvement in performance.

may sound stupid but can you post up a image of your task manager performance tab when you have this problem.

Select the task manager. press alt-prtSc, paste it into paint (save as .jpg) and upload it to imageshack or something.
