computer won't read any CD-ROM

What can be the cause of this? It worked fine then I lost my tcp/IP protocol and could not reinstall it. So I figured screw it i'll format. now my computer stopped reading the dvd-rom. I tried 2 diffferent dvd drives with no luck. Device manager is giving me a code 039. I tried reinstalling and nothing will work. I can't get BIOS to even read there is a cd-rom present. So what can be the cause of this? Thanks

Stick with one drive so we can work with 1 and not get confused.

Does it have drivers
Does it have any bent pins (on drive and mobo)
is Power ina ll the way
is the jumper set correctly
