Default Computer wont boot with CD drives connected?

First off just want to say hi as I am new to the forums. Anyway was wondering why my computer wont boot if my CD drives are connected. I got and installed a new TV tuner card and figured out that my power supply was to small to accommodate everything in my rig with the new TV tuner card. I disconnected my CD drives to get more power to the card, worked fine. Now when I try and take the card our and re-connect the CD drives the computer wont boot.
