Computer randomly slows down

SO while doing simple things like browsing the internet my computer will drastically slow down (not freeze but just slow) when this happens i can't tab out of my current windows and even Alt Ctr Del brings me to a screen that says "preparing security options" then in a few seconds my computer recovers to its normal speed. i recently upgraded my system (mobo, ram, CPU, and added a SSD) and it worked just fine for the first month or two but then it started doing this to me. Things i have tried registry cleaner, disc cleaner, disk defragmenter, memory check, and i have done volume error checks on both my HDDs

Yeah I don't think so it happens on any page I visit (Facebook, Pandora, Stumbleupon, google search) and I also don't think my processor or ram are the problem I'm running a amd FX 3.5GHz 8 core processor and 16gbs of 1600mghz ram

And also I have all the latest windows updates in windows 7 64bit sp1
