Computer Not Starting Up

Hello, this is my second attempt at posting on this forum with my problem my 1st post didn't go through apparently so this post will not be as structured since I am a bit frustrated.

Computer Specs: Stock computer I bought

4GB PC2-5300 DDR2 Memory
750GB 7200rpm SATA Hard Drive
16x DVD+/-RW Dual Layer Burner
ATI Radeon HD 2600 Pro 256MB Graphics Card
Intel HDA Audio with Stereo Speakers
v.92 56Kbps Modem, Gigabit Ethernet
Ten USB 2.0, FireWire, 9-in-1 Media Card Reader
Vista Home Premium, Norton Internet Security, PowerDVD
I replaced the power supply, graphics card, upgraded to windows 7 and am down to 3 gigs of ram.

Problem: The computer does not start up, the fans start and stop 3 times then nothing happens. If I take out a stick of ram, it starts up. I turn it off stick the ram back in and it starts back up. It doesn't start up after it cools down over night.

Nothing is overclocked.
