Computer Monitor Pixels Messed Up

Reinstall your graphics drivers. Does it show the glitchy screen when you turn on the PC (BIOS splash, Windows loading screen, etc) or does it only start after the Desktop shows up? If it persists even at the BIOS screen it means your hardware is probably damaged (video card). If it works fine until it hits the Desktop, it means you have a software issue and re-installing drivers (or, at worst case, Windows) will fix it.

Also try TURNING YOUR MONITOR OFF AND BACK ON AGAIN when the glitching occurs. My monitor sometimes doesn't like my DVI connection either, except mine usually discolors the bottom half of the screen or has a jumping/wavy pattern. Power cycling the monitor always seems to fix it. I think it has to do with the DVI connection getting out of sync between PC and monitor, though I'm not sure.
 
It happens only when I get to the desktop. It will display the desktop correctly for about 5 seconds, and then it flickers to show the picture in the first post.
