Computer Continually Rebooting After XP Install

I'm trying to fix my sister's friend's computer, and when I go into the first stages of installing the XP OS, selecting the partition to install to, then waiting for it to install at that "blue screen" stage, it then says that it needs to reboot. It counts down from 15 seconds, and then it reboots. And reboots, and reboots.

She has had people tell her that it is maybe a problem with her hard drive, and I'm beginning to think the same thing. Anyone have a solution?
 
Did you set the boot order so it would boot from the hard drive instead of the CD?

Does the windows disk have any scratches or damage? At the first retart, windows boots off setup files loaded from the CD to the hard drive.
 
would you like to elaborate on how you fixed it, just in case another user comes to the forums with that same problem? It would be very much appreciated, because I am also somewhat curious. Thanks in advance.
