Checking a pentium 4 chip

Hi,
i removed a pentium 4 chip from the mob and mearured a resistance of 4 ohms across the the capacitors on the bottom side of the chip.Is this a bad shorted chip
How much it will measure for a good chip
Please let me know your opnion.I can send you a picture of the way I am making this measurement

Thank you for looking into it
My atx power supply (and also a known good one)couldn't power up mob.
I am assuming the power good signal to shutoff the p.s is send by cpu.
(with cpu removed also p.s couln't power up the mob)

Are you sure you haven't just put the power cable on the wrong pin on your motherboard? some people tend to do that and not notice

It was plugged into the correct pins
