Exclamation Charged Case!!!

Hello, As i was vacuuming my my front fan, i could feel teeny pains on my skin. like burns, each instance i made contact with my metal case... the computer was on and in operation... is this a grounding problem?
how can i locate the source? is this dangerous?... to have an electrified case?

Whenever you're working on your computer or cleaning it, it is highly recommended to turn it off.
