Is this cd-rom screwed?

k, here's the deal. My sons computer cd-rom will not read anything, Music or data. It's an IDE, so I took it out of their comp and tried it in mine.

Same problem in mine, won't read ****. I looked for a driver on the net, and didn't find anything.

It shows up in device manger and in BIOS. It will eject, so it's gettting power.

So any ideas what else i should do or is it fried?

Please note: I checked their floppy drive and found a penny and a lite bright peg stuck in it, so I wouldn't be surprised to find something other then a cd was stuck into the d: drive
 
Check to see that the jumpers are set correctly.
Is there any irregular noise when trying to read the disk?
 
The jumpers have always been on the 2nd slot. It worked before on the second jumper but now nothing.

It's the primary on their computer but it would have been a slave on mine cause I have a dvd player as master, right. I'm not too bright on jumpers:)

I get no sound when it's trying to read cd's. I'm not even sure if it's spinning
