Default Cd-R and DVD problems

Whenever I tried to play DVDs I get this message.
"Windows cannot read from this disk. The disk might be corrupted, or it could be using a format that is not compatible with Windows"
Now I was able to play them before and now that is what I get. During the same time when this started happening I also started not being able to burn cd's Most of the time the burner will go as if it was doing it and once it gets to the end it might tell me it failed or tell me it finished and nothing will be recorded on the cd. Does anyone know what might be wrong or what can I do to fix this.

my DVD is a Toshiba DVD-ROM SD-M1612

Ok I changed the cable and same thing. The drive acts like its recording but once it gets to the end it says that it failed due to a error or bad disk The disk are all new and it was the same result with the other disk that I was using.
