CD/DVD sound stuttering

Whenever I put a CD or a DVD into my DVD-ROM, the sound almost has a stuttering problem when it plays. its almost like my DVD-ROM drive isn't keeping up with the playback. I never had this problem with the last motherboard i had, and if i copy the tracks on a CD to my hard disk, than everything plays like it should. copying DVD's to my hard disk isn't an option, I won't do it. my audio acceleration is on max. please help me out. this stuttering issue is driving me nuts.

My CPU usage during playback is about 10-20% and whenever it plays, i hear static too. my DVD-ROM/CD-RW drive is made my samsung. i threw away the box so i don' know the exact model. a CD flew apart in it a few months ago, but besides the tray sometimes not opening, it has been running like it should, except this stuttering.
