Can't shut down properly!

For some reason, I click on the Shut Down option, but whenever I do, my computer instead restarts. So now I have to manually shut the computer down (hold the power button).

Should I just reformat my computer to solve this problem?

i have that problem on my parents computer, no one helped really though, its very annoying
