cant access bios or safe mode

I opened my computer tower case and the fans are running at high speed not my disc.
I was able to determine by putting my hand underneath one disc as it warmed up and also checking slot on motherboard that it is my C drive. However, I cannot access either the bios or safe mode. I brought in another monitor and it also said no signal.

I think what is happening is that the drive bios or safe mode is corrupted, however I
can not repair it as I do not have a internal CD Drive. I have an External drive and I didnot think to make it bootable in bio's. I did make a winflash usb key to a bootable flash dry. But no luck in getting the c drive to read it. I tried every slot on the motherboard as I have 6 usb slots. I also tried front card reader too.

Any suggestions as to what else to do. I'm thinking I will have to buy a new C drive.
The drive is a western digital raptor at 10K rpms.
