Default cannot modify starup programs

I'm fixing my roomates computer, he bought it from a friend, it has 80 GB Western digital hard drive with all kinds of crap on it that I'm cleaning, has an FX5900 vid card, and an XP 2600 1.92 Ghz processor.

I cannot access his startup programs from start - then run - then I get

'windows cannot find 'msconfig', make sure you typed the address correctly and try again. to search for a file click start then search'

anyone know how to fix this?

Thanks

Wow, he said its starting to run funny, he doesn't know anything about computers, spybot found 259 traces, ad aware found 15, AVG is finding tons of stuff. I might just call his friend this week & ask him for his XP disk to just reformat this thing.
