Can a bad power supply cause random lockups and programs to crash.

My computer starting acting completly odd a couple days ago. Programs crash, lockups, restarts even before loading windows. But I can pass memtest86, Prime95, and I ran a HD scan tool. So I was thinking maybe its my PSU. Its the original one that came in my Aspire X-Infinity case. Its rating for 350 and according to a wattage calculator I'm only using 285 but I know stock PSU are known for going bad quick.
Anyways could that be my problem?
 
A bad PSU certainly can cause problems with random reboots. Read my guide on Random Reboots at the top of this forum for more info :)
 
Well I know it can cause reboots. What I meant is could it cause lockups and programs to crash but not windows. Though I found out the problem was my ram can't run dual channel for some reason.

P.S. I always read your guides Elbatrop1. Their very informative.
