Can a bad outlet or bad surge protector cause a bad CPU?

Had another post earlier, but this gets more to the point.

It could wreck the whole computer if the power overwhelms the PSU and causes it to overvolt or undervolt - same with ampage.

Many PSUs will shut off to prevent damage but a powerful surge would happen to fast.
