Default burry screen

i have a flat screen monitor
windows 7 on stock hp computer with only mod is a tv tuner

recently hp support or run check or whatever its called has said that there is something wrong with my stock video card...sadly this is a few months after my warrenty has just expired.lol

sooo pretty sure this would be related to the blurry screen.but its only blurry at full screen.if i have it windowed its fine...if that makes a difference

i guess what im asking is how can i make sure that the video card is the problem before i go and buy a new one and it turns out its something else

no.but i can try to find one.maybe hook it up to a lap top or something

also note that its only blurry in windows media player..generally when im watching brighter things
for example watchd a horror movie last night and it was fine..but when i watchd family guy it was pretty blurry

I've also a wide screen, did a lot of googling and still can't solve it.
