I've seen this several times, has been following things

- incorrect RAM configuration/Faulty RAM
- Scrambled CMOS (most common)
- Broken Mobo

Things to try:

- Reset the CMOS (follow instructions in your Mobo manual)
- Use just one stick of RAM (if no go try another)
- Reseat all the components
