Default Booting Genuine WinXP disk on Laptop

The laptop has it's bios locked, and is infested with spyware/viruses..I'm trying to format it and the disk wont seem to boot up on startup. I cant use bootdisk.com either because it has no burner and its the only pc within at least 10 miles.
