If you changed your RAM then it could be 3 things, a temperature problem, a motherboard problem or a bad Windows install CD. Do you know where the install froze?

Yes it froze at loading windows executive when finalizing the install but then when it reboots and starts loading windows from the cd it gets to starting up windows and reboots and the same thing over and over
