boot up screen gone?

hi all,

recently when trying to fix my cousins pc as he had spyware, I noticed when I turned the pc on nothing came up just a blinking cursor then windows loaded up. Where has the load up screen and his bios gone? is there anyway this could have been turned off? sadly I dont no the computer parts But id just like to no if its possible to turn off the boot up process completly like that?

I know there is a way to turn off a few things at startup in the BIOS but im not sure how (not to mention why) you would turn off the whole deal. Try downloading the latest bios drivers... but im not toaly sure.
