hmm... so getting a VGA cooler is no guarantee that it will allow e ot max out my card with out any problems?

Every GPU is different, just because one person achieved a certain overclock that doesn't mean everyone else can go that high also. Right now with "Stock" cooling your card has a limit that's specific only to your individual card. If you buy a "Good" "Aftermarket" cooler then your card will more than likely benefit from the Additional Cooling Capabilities and it's limit's will increase. How much of an increase you can expect is strictly limited to your individual card. Even with the best cooling in the world your card still may not perform as well as someone else.
