Bad Hard Drive?

I recently bought a bundled external hard drive with case enclosure. Got everything hooked up, and went to connect it to my pc and neither plugging it in via USB or Firewire will allow the operating system to list the drive. The PC will detect it, because i can see in the corner of the screen it says "safely eject hardware?"

Why will windows not list it as a drive? I have tried all jumper settings to no avail. The HDD is a Seagate 500GB EIDE HD
 
some harddrives dont have any partition on them when they are new. also sometimes windows will try to assign the drive a letter that is already taken . so in this case you can use that disk management snapin to change the letter
 
Thank you, I just tried that. I didn't even know that tool existed.

I need some help though. :(

The disk is shown as disk1, not initialized, with black representing all unallocated space. From this tool, how can i create a partition on it?
