Default ATI Radeon 9600XT Hardware Acceleration Issues

After a power blackout my vid card doesn't handle any hardware acceleration anymore. In display properties hardware acceleration has been kicked back to disable all DirectDraw and Direct3d accelerations.

Installing / re-installing / using a driver cleaner several times has no effect.

Using the latest Catalyst Driver & Control Centre I get the warning [The currently used OpenGL driver does not support the required extensions to run the 3d preview]

Video looks blocky, games don't run and normal windows is slow to update when moving/scrolling.

Do I need to buy a new card/format? hopefully not any ideas?

What would you guys do first in this situation. I'm thinking while on holidays I should format it than if that doesn't work buy a new card. Neither option I'm really fond of doing.

Looks like I need a new card. What is the best card for an 8x AGP port. Is it a Ati Radeon 9800XT?
My system is a P4 3.0Ghz with 2Gb Ram.
