Applying thermal compound

Whats the correct way to apply the stuff? Ive read through arctic silvers instructions but some things are unclear.

1. Do you apply thermal compound to the heatsink first, spread it around then wipe it off before putting on a second bit?

2. Do you put thermal compound on the chip itself (Im doing a video card)?

Thermal paste goes on the chip, a very small amount then the heatsink goes ontop of it and spreads it.
