AHH Can't delete???

I started to download my ATI drivers, and while it was downloading i stopped it. because i found i already had it. now i cant delete the file that started. i tried closing all programs but i think since its a graphic driver i cant end it when it says " this program is being used by another program ". I tried restarting in safe mode, and it did the same thing. any help?
