Yes it is, also if you look very close at your motherboard with light look for a jumper right next to it.
Your motherboard manuel will tell you where to start looking.

i reconnected every single internal cables as well as the ram and cmos but still theres nothing happening just the base unit(cpu) is running and i wonder why its gone a bit loud there is this sound like a bee (zzzZzzz) but not a beep O_O or maybe thats just the fan?

Thats the cpu fan if it is making small whirling noise that is your cpu heat sink fan and not a beep.
