Default 2gb limit?

Alright I'm REALLY confused.

Older dell computer, fixing it up for my parents, reformatted HDD, 20gb, reinstalled windows. Only 2gb now. Ok, so I go reformat it again it thinks its a 2gb.

So I put it in my computer, ran disk management, shows the Dell HDD as a 20gb hdd with a 2gb partition. Do I deleted ALL partitions, reformatted it as a big 1 partition 19gb HDD. Everything is fine.

Put it back in the Dell tower run windows setup "Following list shows drives and partitons windows can be setup on blah blah blah:

[C: Partition1 [Unknown] 2061 MB (2016 MB free)]

I formatted it as NTFS, so it shouldnt say unknown. Whats the deal? Am I doing something wrong, or is it the hardware? Help me out please I'm trying to get this set up in the next 6-7hrs before they get home.
