No, it will be the same speed. For now anyway. PCI-X does not currently use all the bandwidth it has to offer.

You are correct, although it is not PCI-X, it's PCI-e

I don't believe any of the cards at the time utilize the full bandwidth of PCI-e x16 so performance will most likely not be affected at all. The 7950X2 may be an exception to this, not sure.

so before i buy anything let my make sure...i could run basically any x16 video card in an x8 slot other than the 7950?
