Default Will a new video card make better DVD's?

Will a better video card create better DVD when I'm converting home movies to DVD from my camcorder? My guess is the video card doesn't have anything to do with that, but I thought I'd ask to make sure.

No, that depends on the settings you use. A better video card can help playback, and decrease the load off the cpu but encoding/decoding is mostly handled by the cpu.
