when overclocking E6600 how mush can i increase it 3.2 or 3.3 ?

I'd say the best price : performance ratio would be the E6600.

when over clocking a E6600 what is a safe level 3.2-3.3

All depends on what kind of temps you see and how good your hardware is. Their all different so you want to slowly work your way up by raising the fsb a little and then checking for stability with prime85 or something.

IIRC most of the reviews have been getting ~3.6ghz on stock cooler but yours might not be able to get their stable.
