Definitely worth every penny. A tad more expensive than what he's looking for, though. I've heard good things about Westinghouse for what it's worth. Hanns G or Chimeia (sp) seem to be good budget monitors, though. Couldn't recommend a specific one but others have so I'd go with those.
As for 5ms vs. 2ms, you can notice a difference in more action-oriented games. The less ghosting the better and I can usually notice something
sharper about movements between 2 and 5 ms (my roomy has 5ms and 8ms monitors) but I can't quite put my finger on it and it really only comes into play during fast motion in the game. It's not a deal breaker in any sense, though. 8ms and below is considered ideal for gaming.
