I was going to suggest the Zalman VF700, which is around $29, but I don't think it's compatible with the X1900 series. So I'll suggest the Zalman VF900. It's not that much more. Only $36.99, and one of the best VGA coolers for the money:
Newegg.com - ZALMAN VF900 – CU 2 Ball VGA Cooler - Retail

One of the most renowned VGA coolers out there. It cools a lot better than the stock fan anyway and it will get you good overclocks. Around your price too.

EDIT: hah B1gapl you beat me this time but yes It is very good.

I have the vf900 and it's pretty awesome. My 7900gt is volt modded (stock settings are 450/600 or something like that) and it's currently idling at 44, stays under 65 under load. The fan setting is set pretty low too, can't hear it, and even when it's going full blast it's not that loud.
